Public Offer Agreement for the Provision of Services

- General Provisions
1.1. This document constitutes an official offer (Offer Agreement) from Narbuli Retreat House (hereinafter referred to as the “Service Provider”). It contains all essential terms and conditions for the provision of services offered to the Client and provided by the Service Provider (hereinafter referred to as the “Services”).
1.2. Pursuant to the legislation of the Republic of Latvia, by accepting the conditions set out below and paying for the Services, the legal or natural person accepting this Offer Agreement becomes the Client, and the Service Provider and the Client together become Parties to the Offer Agreement.
1.3. In view of the above, please read this Offer Agreement carefully. If you do not agree with any provision of this Offer Agreement, the Service Provider suggests that you refrain from using the Services.
2. Subject of the Offer Agreement
2.1. The subject of this Offer Agreement is the provision of Services to the Client in accordance with the terms and conditions of this Offer Agreement and the current Price List of the Service Provider.
2.2. The list of Services provided, their scope, program, and deadlines are provided on the website at https://retreatlatvia.com. The selection of Services is made from the list of Services provided on this website. This Offer Agreement is an official legal document and is published on the website at https://retreatlatvia.com.
2.3. The Service Provider reserves the right to unilaterally change the Price List and the terms and conditions of this Offer Agreement at any time without prior agreement with the Client, provided that the amended terms and conditions are published on the website https://retreatlatvia.com at least 10 (ten) days before they come into effect.
3. Terms and Conditions of Service Provision
3.1. For certain services, prepayment is mandatory. Payment confirmation implies the acceptance of the tariff terms and conditions.
3.2. After reviewing the Provider’s Price List, the list of Services provided, and the text of this Offer Agreement, the Client creates an electronic application on the https://retreatlatvia.com website.
3.3. All prices and tariffs are stated in euros (€) and include taxes regulated by the Republic of Latvia.
3.4. Based on the received application, the Client transfers the funds through a bank or other electronic payment system supported by the Provider’s service. Payment by the Client for the service is an acceptance of this Offer Agreement.
3.5. Once the Client’s payment is processed and funds are received in the Provider’s account, the Offer Agreement enters into force.
3.6. Within a maximum of 5 (five) business days from the moment of the Offer Agreement’s acceptance, the Provider provides electronic confirmation.
3.7. The Provider undertakes to provide the Client with the Services in accordance with the chosen service, available on the internet resource at https://retreatlatvia.com.
3.8. The Provider agrees to provide the Services within the agreed-upon timeframe and to meet the required quality standards.
3.9. If, after confirming the accommodation service on the Narbuli Retreat House website, the Provider is unable to accommodate the Client in the room that they have reserved, the Provider must offer another room or alternative accommodation in Amatciems without any additional payment.
3.10. Cancellations, changes, or refunds can be made on the website or through the customer service department by calling +371 22470084.
3.11. Cancellations, changes, or refunds are also possible if provided for by the legislative acts of the Republic of Latvia.
3.12. Services purchased on the website are available on the dates of their reservation. Dates cannot be changed, and if the purchased services are not used, they cannot be refunded unless the terms of purchase for specific services state otherwise.
3.13. To make changes to an existing service purchase, the purchase must be cancelled on the website and a new purchase made, taking into account that the availability and/or price of the service on other dates may differ.
3.14. If the Client purchased an accommodation service for a specific date but did not arrive to use the service by 23:59 of that day, and did not inform the Provider of the delay; if the Client purchased any other service for a specific date but did not arrive to use the service within one hour after the start time of the service provision; or if the cancellation of the service use was not made within the deadline specified in the specific purchase terms, the Provider has the right to withhold the payment amount for the accommodation or service without a refund.
4. Special Conditions
4.1. The Service Provider will make every effort to provide high-quality services to the Client in accordance with the Price List.
4.2. The Service Provider shall not be liable for any breach of the Offer Agreement if such a breach is caused by force majeure circumstances, including but not limited to: actions of state authorities, fire, flood, earthquake, other natural disasters, lack of electricity and/or computer network failures, strikes, civil unrest, riots, any other circumstances not limited to the above that may affect the Service Provider’s performance of the terms of the Offer Agreement and are beyond the Service Provider’s control.
4.3. In the event that the Service Provider is unable to provide services due to its own fault, the Service Provider undertakes to refund the money paid by the Client. In other cases, refunds will not be provided.
4.4. The Client and the Service Provider undertake to ensure the confidentiality of the Client’s account data. The Service Provider shall not be liable for any damages incurred by the Client due to the disclosure of the Client’s account data. The Service Provider shall not be liable for any damages incurred by the Client due to the disclosure of the Client’s account data as a result of unauthorized access by third parties to the technical resources provided by the Service Provider. The Service Provider has access to the Client’s information solely for the purpose of technical support services.
4.5. Nothing in this Offer Agreement shall be construed as establishing agency, employment, partnership, joint venture, or personal hire relationships between the Service Provider and the Client.
5. Obligations of the Client
5.1. Clients are required to comply with the rules of conduct at the Narbuli Retreat House, including, but not limited to, refraining from consuming alcohol and smoking in Narbuli Retreat House. Smoking, including electronic cigarettes and tobacco heating systems, is only allowed outside in a designated area. It is the obligation of the Clients to compensate for any penalty sanctions as indicated in the Terms and Conditions.
5.2. The Client must make a payment for all goods and services received before departure.
6. Party Liability
6.1. The Parties shall be liable for non-performance or improper performance of obligations under this Offer Agreement in accordance with the applicable legislation of the Republic of Latvia.
7. Validity and Changes to the Agreement
7.1. This Agreement becomes valid from the moment the Client accepts the terms of the Provider’s offer and remains valid until both parties have fulfilled their obligations.
7.2. Any disputes or issues not covered by this Agreement should be resolved according to Latvian law.
7.3. In the event of any discrepancies between the English and Russian versions of this Agreement, the Russian version shall prevail.
7.4. The Provider may engage debt collection agents if the Client is unable to pay for the rental services used.
8. Additional Information
8.1. Rental services are only available during the specified times and according to the package purchased by the Client. For further information, the Client can contact the Provider on +371 29111606 (between 10:00 and 18:00).
8.2. Narbuli Retreat House only accepts guests over the age of 18.
8.3. The Client and the Provider agree to the following contractual penalties:
8.3.1. A fee of 250 euros will be charged for smoking on the premises of Narbuli Retreat House, including balconies and terraces.
8.3.2. A fee of 250 euros will be charged for damage to or theft of inventory.
8.3.3. A fee of 250 euros will be charged for noise that disturbs the sleep of other guests or residents of the area.
8.4. Pets are not allowed on the premises.
8.5. Parking for guests is provided.
